UL standards are set to create a balance between product manufacturers, standard users and other general interests. These standards are partially developed by UL’s Standards Technical Panels (STPs). STP 3030 has the responsibility for the standard for unmanned aerial vehicles, UL 3030.

Currently under development, the Proposed First Edition of UL 3030 will be based on the current Outline of Investigation for Unmanned Aerial Vehicles. It will also cover the electrical system of unmanned aerial vehicles used in flight for commercial applications or flight incidental to business applications in accordance with the U.S. Federal Regulation 14 CFR 107. Organizations or individuals with interest or experience may apply for membership on the STP.

STP Membership responsibilities include:

1. Complying with the STP Member Code of Ethics

2. Reviewing proposals and providing input prior to announced deadlines through Collaborative Standards Development System (CSDS). CSDS is UL’s web-based standards development system. Members must have internet access.

3. Voting prior to announced deadlines through CSDS.

4. Volunteering to help draft requirements if in field of expertise. Meetings are scheduled where topics related to the standards covered by an STP are discussed occasionally. Virtual meetings may be an option, but attendance at meetings is not required. There is no formal voting at meetings, votes will be handled online via CSDS.

The Standard Technical Panel is seeking equal participation in all interest categories and will limit membership only in multiple representation of organizations. In order to maintain an balanced consensus body on this STP in accordance with the ANSI guidelines, STP membership is to be distributed evenly within the various interest catergories.
